3 – Scroll Down and Find Windows Explorer. Select it.
4 – Keep Selected and hit restart. The screen will be blackout for a second.
5 – You can check your Start menu and taskbar. The start menu will work now because Windows Explorer is restored.

Method 2 – Safe Mode
1 – Press Ctrl + Shift + Esc.
2 – Dropdown File menu at the left corner on the Top and select ‘ Run new task ‘
3 – A window will pop up, type ‘msconfig’ and press OK
4 – Again a window will pop up naming System configuration.
5 – Select the ‘ Boot ‘ option and find the safe mode option below in the lower-left corner.
6 – Select ‘ Network ‘ as a sub-option in safe mode. Press OK.
7 – Restart the PC.
8 – Frozen Start menu error is fixed.
